BURNING ISSUES DISCUSSED ON UNSATA NATIONAL ANNUAL MEETING
RESPONSE FROM DIRECTOR OF NURSING SERVICES AND MIDWIVES.
Ø  The issue of clinical instructors is already solved from the ministry level where the guide line is prepared which will guide a certain number of nurses from their working area to take chance for training so that they can be given chance to walk with students during their clinical area.

Ø  The issue of job description is already designed considering to certificate level, diploma level and other levels and is our expectation to be in implementation from July in this year, but in reality there are difference in performing activities the important thing is to understand he level you are and how to perform things not doing jobs that are not correlate with levels. We are nurse we have problem in documentation. Until now we are still working on DNO, RNO and also those in the hospital this become difficulty because even those coming in the position are not competent even to stand for those nurses challenges also to change the name of leadership and management in health system. Through this challenges the door is open for everyone to compete for the position through the performance evaluation.


Ø  The issue of licensure exams started and continue worldwide to evaluate the degree of performance, someone is given chance to a certain exam when fail something can be done to help this one to acquire knowledge, so the general aim of the exam is to protect the profession according to the chief aim of TNMC as to protect the publicity in nursing like avoiding malpractices. It much innovated for students who are taking certificates and diploma in nursing 200 question which are clinical based exam. Also east Africa community decided to have the same competence in performance ready to be the same during employment.

Ø  The issue of applying internship online is now on working TNMC we are just making data base ready to introduce as investable in the world of technological change, no longer to be in analogy instead of digital system. By God will the implementation we expect to be soon when you complete your study, we walk with other association and organization, we also come up with indicators example nursing process to check how nurses contributing in nursing activities in the country via technological advance (data base).


Ø  The issue of shortage number of stuff does not reflected by licensure exams failure, let it be normal issues in order to have even few nurses but competent in performance appraisal. For the advantage of our carrier let the exams work upon them even those in working area they are going to have evaluation programs to upgrade and maintain competencies among nurses.

Ø  It is good to think and understand the role performed by various body like TNMC working on overseeing nursing activities in Tanzania, ministry works on policy making and implementation, NACTE and TCU working on student’s registration according to their qualifications.

Ø  The ministry now introduced something called TASK SHARING COST which allows a certain activities that was not performed by nurses but now to be performed by them as long as they know what to do example describing drugs, performing a certain procedures.
Ø  The issue of scheme of services brought challenges in Tanzania in the salary scale specifically, where the process of formulating new scheme of services started, the first response of prepared scheme of services was somehow difficulty and the salary scale was still problem comparing what we are doing and by so 2009 the scheme of services identified level we have including degree level. To left each and everything nowadays many students in our carrier are coming from form six (direct entry) who forcing changes in years of studies.

Ø  Qualifications for entry for certificate in nursing and diploma in nursing changed through general nursing meeting dated around 2011 or 2012 in Singida that all who needs to take nursing should have physics, chemistry and biology and not otherwise. Challenges are many over this issue of scheme of services including negative perception in some changes and encouraging things that doesn’t have positive changes in our carrier like others want to proceed with two or three years of study, some university agree to have degree in midwifery only. So for this scheme of service of 2009 did not even reorganize PHD and masters level in nursing hence new idea to formulate scheme of services started considering, years of study, risk of working environment and qualifications of entry in the profession and so the final decision is to study four years and one internship year.

The challenges over this change is for those who already had degree of two, three years, four years with no internship and they are in working environment the same to those taking degree in midwifery only may be to come-up with helping solution for situation and not else.

1.       WHAT ABOUT THOSE HOSPITALS TAKING INTERNSHIP?
We get difficulty to introduce this idea even investing to other hospitals because of seeking support during learning or practicing during the internship and by so we select a certain hospital which will enable you as intern to learn the most and not otherwise like dumping you.
2.       WHAT ARE THE OUTICOME OF THOSE CONCELLED OF TAKING MIDWIFERY
We are working to introduce the idea of how to help you to get some addition thing to make a nurse with everything instead of only one.
3.       WHAT IS ABOUT SCHOOL FEES PER GOVEMENT WILL
University fee is a problem anywhere especially private schools this because of different in plans and how t drive activities per school but we thinking to support in terms of loan.
4.       WHAT ABOUT WEBSITE CONCERN TO NURSING UPDATES.
Previous we didn’t have website instead of using ministry website but now we are still working to have our own and this we expect to be ready to December.
5.       WHEN IS SCHEME OF SERVICES WILL BE IMPLEMENTED
It is already submitted in respected area we look for the government chance and their probability like now we are in looking the qualified works.
6.       WHAT ABOUT SAY OF TANNA CONCERN TO NURSES WHO GET AY PROBLEM
Under this question we are preparing the humanitarian policy which will deal on the abusing the nurses during the working moment, addition from TANNA, we tried to work on this through forums, press conference may be coverage is not so familiar to others may be to add ability to send this says to anywhere so that anyone can see the impacts in respect to our carrier.
7.       DO YOU THINK LICENSURE EXAM IS THE BEST ALTENATIVE FOR NOW
8.       WHAT ABOUT SALARY CHANGES FOR THOSE WHO UPGRADING THEIR LEVEL OF EDUCATIO.
This is true a problem, but the solution on this, when someone goes to higher level of education and come back he/she will remain with the same left amount until we become equal with a new one in the profession. The only different between of the pre and in-service is all about time of probation.
9.       Why TANNA and TNMC?
The only association in Tanzania is only TANNA but TNMC is regulatory body in nursing according the rule of law.
10.   Why TANNA is not registered until now?
This is because of challenges we face from other influential association like TUGHE, TAMA etc. we see like there is something behind the pazia as most of nurses are members of TUGHE and other which make them to hold them, so we are fighting against our registration as we see
11.   Working environment for nurses is not friendly at all why this?
This is the broad problem as affected by Tanzanian health policy, nurse his/her self, even the administration around the working environment, but much is all about application of knowledge of nurses in respected area. Nurses are not involved much on doing scientific presentation, project formulation and innovating on advancing ideas in the field.
12.   Curriculum why is not uniform?
This depends much on the respected university what we are doing is to send what do we want our product to be, from there the school will develop how to run and by doing this we expect to have not so much different product from respective schools but for more improvement we take your suggestion to be discussed.
13.   Is there any letter for clinical instructor’s announcement in our school?
The letter is not yet in the university because of being busy with many issue but because everything is already on the table so we can send those to the respected schools to work against this challenges relating to the improving academic performance.
14.   Do you know that our directory doesn’t look on DNO and RNO in respect to selection
There is many criteria to be selected may be to be DNO or RNO and not only the issue of education like degree level CHMT select and send to the ministry for acceptance and verifying the selection.
15.   What will be the outcome of scheme of services in respect to National law?
This is only decision of the profession itself out from laws if we want changes and abolish something then no court action against this…..
16.   How do we look for uniformity in leadership and management?
We are real working on this as it need effort from various center including government, TNMC, TNNA and others so we need to wait.
17.   Diploma years of study how is this
This is still the best to do distance learning because of shortage number of staffs.
18.   What are the strategies for those unqualified universities?
We are daily working on this in order to verify the reality of the school as a collectively effort with TANNA, TNMC and MINISTRY in responsible for that so even you be transparent and accountable for those.
19.   What are the best thing do hold in nursing comparing to doctors and pharmacists.
In nursing we have PRIMATE, HOME MATERNITY etc. so we have opportunity of this instead to have all requirements before starting.
20.   What about sponsorship for students taking diploma in nursing?
Diploma it is true first has sponsorship but was not well oriented but now we are working to do special contribution in order to sponsor them for studies but criteria will be given like taking someone from respected area who will work in their areas.
21.   How TNMC supports TANNA?
Remember to differentiate between of the two, TNMC is like government but the work together in academic issues, creating awareness on nurse’s issues together, solving problems together that affects nurses in their environment of working.
22.   Can Oplas work against in-services?
This will depends on the ability of the government even though you meet all criteria of applying OPLAS may be for any chance to rise you.
